The City of Marysville declared an application complete on November 3, 2026, for the Eagle Landing project.

The proposal covers approximately 20 acres of land located west of State Avenue and north of 124th Street NE. The applicant, Brian Kalab, seeks a Land Disturbing Activity permit for grading. No new buildings or impervious surfaces are included in this specific phase of the plan.

The site will keep its current access point off 124th Street NE. Kalab submitted a standalone State Environmental Policy Act review to accompany the grading permit. A separate environmental review will be required later during the site plan review process for development impacts.

Existing documents for the file include a Critical Area Report, a Geotechnical Report, an Environmental Checklist, and a Stormwater Report. The city anticipates issuing a minor Determination of No Significant Impact for this proposal based on the submitted information.

A secondary comment period will begin after the city issues the formal SEPA determination. The city has set a 120 day timeline from the date of completeness to make a decision on this application, following the rules in MMC 22G.010.090.

Residents who wish to participate can submit written comments by 5:00 PM on November 23, 2026. Natalie Jacobson, the senior planner, is the contact for project information or for becoming a party of record. Her email is njacobson@marysvillewa.gov and her phone number is 360 363 8208.

Project documents are available on the city public portal by searching the CD-Project Number field for file PA26-0028.
