Two people died and 17 were injured when a Ukrainian drone struck a commuter train in Voronezh, Russia. Regional Governor Alexander Gusev confirmed the casualties on Telegram, noting that many of the wounded were passengers on the train in a left-bank suburb. Debris from the impact started fires at industrial businesses, a business center, and a residential building. Gusev stated that the industrial sites sustained no major damage.

The attack occurred while defense ministers from France, Germany, Italy, Poland, and the United Kingdom met in Paris on Monday. French officials said the group is weighing additional support for Ukraine. The talks also cover European defense strategy and the conflict in the Middle East. This gathering follows a similar meeting in Berlin in June, where the five nations pledged continued backing for Kyiv to signal Europe's unity against Moscow.

Fighting intensified in Ukraine during the Paris talks. Governor Mykhailo Semikin reported that four people were injured in a Russian strike on Zaporizhzhia in southeastern Ukraine. Ukraine's emergency service said two more people were hurt in Russian strikes on the Chernihiv region. Russia's Ministry of Defence announced it hit a power station in Kharkiv and a nearby warehouse. The ministry also claimed strikes on a power station in the Khmelnytskyi region, port infrastructure in Chornomorsk, and a cargo vessel bound for Odesa.

President Volodymyr Zelenskyy outlined conditions for pausing Ukrainian attacks on Russian oil refineries in an interview aired on Sunday. He said Kyiv would stop hitting refineries, a demand from U.S. President Donald Trump, only if Moscow ceases strikes on Ukraine's power infrastructure. Zelenskyy argued that if Russian attacks on the grid continue, the United States should either allow Starshield to detect missile launch sites over Russia or supply Ukraine with Patriot missiles.

Ukraine announced on Saturday that the Starlink satellite system and its military version, Starshield, were fully functional again. The systems had been restricted for more than a week, which disrupted military operations and heightened tensions with Washington.

Negotiators from Ukraine, Russia, and the United States are scheduled to meet in Abu Dhabi during the first half of November.

The war enters its fifth year with escalating attacks on both sides. Ukraine continues to target Russian oil facilities, while Russian forces maintain heavy air strikes on Ukrainian territory.
